Sahan Ibrahimi, executive director in the AKK, has told of Persycope why this UA is being rejected.
As Kosovo municipalities, they have listed nine reasons, thus rejecting the directive being made by the Ministry of Local Power.
The AKK's “Bord is against Administrastration Guide (U.A) for providing spaces within municipality facilities for central institutions that provide services in the municipality”, Ibrahimi said.
These are the nine reasons for the AKK's opposing UA:
1. There is no legal basis for taking up this Administrative Guide and the regulation called MAPL for the extraction of this act is abolished.
2. In no case can the mayor be tasked with a law-free Administrative Guide to secure in terms of thirty days, public space for central institutions for provision of services in municipalities.
3. Most municipalities have no space for themselves, and let alone provide space for central institutions. The MAPL officials are recommended to appear few visits to municipalities to see reality rather than take decisions from the high floors of the former Renaissance building.
4. If central institutions are interested in providing municipal-level services, then they should also assume responsibility to provide room for providing these services, not to leave this burden to the mayors.
5. On the basis of previous practices, when citizens applied for travel documents to municipalities and where this responsibility is MPBAP, it was caused by toloying in municipal buildings and in this case citizens blamed municipalities for these tollows.
6. Of course, the opinion of mayors around this U should be taken into consideration. A
7. Imagine if all these central institutions were required by the municipalities to extend municipal space to use, then it is possible that municipalities will rent into other objects so this U.A. can be implemented.
8. It doesn't make these U.A. draft without any preliminary analysis of the situation in municipalities.
9. It would be good to implement good practices about the co-operation of municipalities with central institutions in allowing for the use of municipal spaces through bilateral agreements, not with commands from above, as provided by Article 4, points 3 of this draft U. A
