“Ministers and the Office of Prime Minister do not abide by procurement planning”

INPO Executive Director Albulen Noecaj-Musliu and Arber Kabashi, monitors said this report is the result of monitoring the Final Planning Plans of the Minister's Ministers and Office about their fulfillment, within a (1) fiscal year.
The aspects used in this report were said to be numeric and budgetary.
“15 Minister and Office of the Prime Minister, INPO has also made its number of activities and value real. During 2023 there are 336 activities resulting in 489kontrata, with a total of 935 planned activities, of which 336 have been realised, and of the value 935 has 442m euros”, Kabashi said.
According to the Education Ministry report, it has planned 57 activities with 17 signed contracts signed in percentages as 29.82%.
Meanwhile, the Agriculture Ministry had envisioned 43 activities worth 6,053,875,52euro, with a total of 25 signed contracts.
A greater number of activities envisioned during 2023 were the finance, labour ministry, and transfers, with 71 totaling 46 of them signed.
As for the prime minister's office, 22 activities were in advance for 2022. Worth 918,583,00euro, of them only 17 signed.
According to the conclusions of this report, ministries and the prime minister's office do not adhere to procurement planning.
“Procuration plans do not reflect the real needs, the supply of goods, services and jobs, since only about 35% of planned activities are tendered”, Kabashi said.
The report reports that the Government of the Republic of Kosovo during 1923, twice (2) has changed and filled out the list of articles for joint use that are the subject of the central public procurement procedure.
The Ministry of Education has provided planning for procurement activities for nesting activities in the municipality, without pre-defining it with the relevant Coven Construction Committee, it has been unable to initiate procurement activities for nesting.
The Ministry of Defence in its procurement report has two contracts reported for units, but it is not prepared for the indicator of the contract.
The MPPT's planned activities about the Treasury, in July, have been passed under the AQP.
The contracts involving IT equipment supply, which are minitender, contain number 5, this is the kind of contract.
Noecaj Musliu said the findings speak of the actual lack of planning.
