KDI Executive Director. T IK, Ismet Kryeziu, has estimated that transparency is the foundation of a stable and powerful democracy at the local level. According to him, without an open government at the local level, citizens remain unaware and powerless to actively participate in decision-making processes affecting their daily lives.
On the other hand, Selvije Kurti, project manager at KDI/ TIK has presented the report in detail, stressing that according to the findings of the Municipal Transparometer for 2023, municipal transparency in general has seen a slight decline compared to the second quarter of 2022. Therefore, it has noted that it is necessary to continue work on increasing the level of transparency and accountability to maintain and improve transparency level sustainability, especially in those municipalities that have had the weakest performance in meeting transparency standards.
According to the Communist Transparometer 2023, as an already traditional initiative, the collected information is based on 48 indicators for each municipality. Municipal frameworks have managed to meet indicators in the measure of 68.45%, while the Offices of Speakers in the measure of 64.56%. Which still has work to reach target level 100 %.
One of the main challenges facing municipalities and continuing to be a multi-year problem is not functioning websites.
Meanwhile, according to the findings of 2023, municipalities that have come up with the best performance in meeting the indicators are: Drenas, Ferizaj, Lipjan and Prizren with 94 points, then Kline with 93, Rahoveci and Skenderaj with 92, then Yunik with 91, Kamenica with 90 and Podujevo with 89 points.
Transparency of all 38 local institutions for 2023 has been rated retrospectally, that is, measurements have been realised between March 25th and April 30th 2024, with Transparency International's consolidated methodology referring to measurements within 48 indicators, but its long experience in monitoring the work of local governance.
Reflecting general results at the municipal level shows that competition among them has fostered success and visible improvement in performance in some municipalities, while others have suffered decline.
