He says foreign ministers should only give the final word for membership, but says it is possible to be asked by any minister and association.
When Kosovo is about to arrive at the end of the process for membership in the Council of Europe, residents of the Franco-German plan are seeking the government's decree of draft the Association statute.
According to connoisseur Albinot Maloku, Kosovo has remained well on membership procedures. Therefore, he hopes the Franco-German recommendations are not essential conditions for membership.
In April of this year, the Parliamentary Assembly of the Council of Europe supported the report recommending membership in this organisation.
