Europe's Council has delayed too long in adopting Kosovo for membership,” said Serwer.
“is much more qualified than its main opponent, Serbia. Kosovo's permission in this body will offer Serbs living there a new and potentially useful channel to follow their complaints, especially through the European Court of Human Rights”, he said.
Serwer also expressed regret at Belgrade's opposition to this issue, which, according to him, is contrary to an agreement Serbia has claimed to have contained in February 2023.

As for the Balkans, he stressed that despite Belgrade may lose the battle to keep Pristina out of the Council of Europe, it only constitutes a small chapter in Kosovo's longest challenge to gain full international recognition.
According to him, UN and EU membership remains a distant goal, and Kosovo's involvement in NATO is expected to be another major war.
“Those of us who seek a Ukrainian military victory, a Palestinian state that will live in peace with Israel, and UN membership for Kosovo still have a long wait ahead. But every step in the right direction today is one that should not be taken tomorrow”, Cerer said.
