The US has proposed that the money be paid with unexpected profits from frozen Russian assets in Europe, according to Bloomberg.
America is pushing other G7 leaders, leaders of the United Kingdom, Canada, Germany, Italy, France and Japan, to agree on the plan when they meet in June.
But discussions have been difficult and an agreement could last months, Bloomberg reported, citing people familiar with the proposal.
The move comes after Washington approved a large bailout package worth $61 billion last month, which was postponed for months by Republicans in the House of Representatives.
