E Institute head SI, Gerald Knaus, has said there are several Council of Europe member states that are preparing to block the vote on Kosovo's accession to the Committee of Ministers. It also lists the two allied states of Kosovo, France and Germany.
“Currently several Council of Europe member governments, including Germany and France, are preparing to block a May Kosovo accession vote, ignoring its parliamentary Assembly's strong recommendation (APKE) in April”.
France's and Germany's own leader, President Emmanuel Macron and carcineri Olaf Scholz, had called Kosovo Prime Minister Albin Kurti to condition membership in the KiE with concrete and urgent steps towards establishing association.
Knaus also says this decision is followed by a campaign by president of Serbia Aleksandar Vuciq, including “a personal appeal to French President Macro not allowing the” vote.
