Based on this, he says it would be fatal for foreign ministers of member states to ignore the Martti Ahtisaari formula for peace and recommendation of the Parliamentary Assembly, where 83 per cent of the vote was recommended Kosovo's membership in the institution.
He says that Ahtisaari would certainly have been very pleased to see Kosovo in the Council of Europe this year.
