France message to Kosovo: For KiE, we expect irreversible progress towards implementation of association

Sending the EU draft to establish association to the Constitutional Court is the condition and demand of the QUINT countries and other states in the EU, like Austria, for Kosovo to receive support for membership in the Council of Europe.
