The Kosovo Institute for Justice says the government has failed to calculate the cost of living thousands of pensioners in order to increase pensions and adapt them to inflation. The IKD, said this disharmonisation constitutes violations of the rights of hundreds of thousands of pensioners and failure to defend the rights that the law guarantees.
Kosovo's “Citizens who have filled 65 years of life, despite their employment history, enjoy the right to basic, pension policy, which was set as a measure of poverty reduction. But despite the goal of this move, as a vital tool in fighting the poverty and social protection of citizens who have reached retirement age, that goal has never been met”.
The “Summum specified over the years has been insufficient to cover minimum profit spending. Furthermore, Kosovo institutions, the Ministry of Labour and Social Management (MPMS) for previous years respectively, now the Ministry of Finance, Labour and Transfers (MFPT) have not taken adequate steps and have not implemented legislation in force for determining the height of pension”.
“According to Law on State-funded Pension Schemes, MPPT is bound to propose to the Government of Kosovo the pension altitude for next year, in accordance with the cost of living and inflation for each end. In this sense, pensions should be harmonised with the cost of living by increasing the amount of pension that must be paid at the same percentage based on the preceding year's cost of living index”.
Because it's legal, The MFPT and the Government of Kosovo did not propose and make no decision in accordance with the State-funded Pension Scheme Law and in accordance with the Law on Metodology and the appointment of the height of basic pension in Kosovo and the appointment of date for the provision of basic pensions”.
“The IKD expresses deep concern over the failure to implement two fundamental laws, which have an estimated 147 thousand Kosovo pensioners who may be on the poverty border due to the state's inaction”.
Kosovo's Justice Institute called on MPPT and the government to start implementing both laws, while adding that if this is not done, it would use all legal procedures for the issue to be addressed.
