Conditions for Kosovo, Serbia if they want to benefit, EU's billion-euro plan for Western Balkans approved

This plan will cover the period from 2024 to 2027 and is expected to provide up to 2 billion euros in granted he 4 billion euros in loans to six Western Balkan EU partners in the coming years.
The council has made it known that general preconditions for EU support in the framework of the instrument include that partners continue to support and respect effective democratic mechanisms, including a multiparty parliamentary system, free and fair elections, pluralistic media, an independent judiciary and rule of law, and to ensure respect for human rights, including the rights of persons belonging to minorities, reports Expres.
Meanwhile, there are other preconditions for Kosovo and Serbia, including progress in the Dialogue and implementation of agreements reached in the negotiations process, including past agreements.
The European Council has made it known that the precondition for these two states is to engage them constructively with measurable progress and tangible results in normalising their relations with the aim of fully implementing all their respective obligations stemming from the Agreement for the Road to Normalisation and its Annex for its implementation, as well as all past Dialogue Agreements, and that they engage in negotiations on the comprehensive Agreement on normalisation of relations.
