But giving the test had happened earlier to “preferred”. As Dukaagjini has learned, people influenced by public and political institutions, or, within the Kosovo Police, have caused the Group A test to run, of this test.
Duagjini reported exclusively before the alleged candidates were tested.
This can be seen in the results of group A tests, which are obviously higher in score, so when the count of all tests is done there's debalancing between the two groups, because they have to be equal (as many A tests as B should be).
How did this happen?
Police candidates, as soon as they entered the testing room, received the computer sheets in which they had to complete the exact options from the test/executor (where they read the questions), delivered to them after sitting in their seats by the supervisor.
The trick stays here: The computer sheets they have received do not have a mark on the group (A or B, although tests/the researchers have been divided and marked into two groups), but they have been marked by candidates themselves. And the favoured candidates (who were previously tested A) on computer sheets wrote that they were in Group A, if their test was B, because they only knew the A group's answers.
Who are favored:
Most of the favourites are from the 54th generation of Police that has been allowed to apply in opposition to the rules, as Dukajini reported exclusively, who are favoured to be promoted by influential family members and people within the police and politics.
Also favored were certain officials and police units serving influential individuals within the safety and policy bodies.
And from the 54th generation, over 100 candidates scored maximum in this test.
54th generation against rules:
As mentioned earlier, the 54th generation of police, except they favoured, were tested A prematurely, and thus took over 100 of them over 90 points, they were allowed in this competition to apply contrary to the rules.
Officials of this generation have not yet made two years in office with a “High Policy”, which is opposed to “Administratorial Guide for Adhesion Procedure for Police OfficialsWe've got <x0.
Article 13 of this instruction says that the top “polic is required to have a minimum stay in degrees of two years, a high school graduate and to whom no disciplinary measures have been imposed for serious disciplinary violations or criminal acts”, in order to enable promotion.
About 400 officials of this generation, even though they haven't met this condition, have participated in the test, and Dukajini has facts for that.
The application contrary to the rules and criteria of this 54th generation competition has been commented by general director Gazmend Hoxha, saying the 54th generation has been discriminated against because of prolonged training at the Police Academy.
The 54th generation gene is the only generation, which has been discriminated against in some way, because their basic training at the academy instead of taking three months' time today or as if it once lasted six months, this generation has been discriminated against, because it has lasted nine months. As a result of this lengthy training, this generation has reached five years in the Kosovo Police as a work experience... The goal is not favouring, but for this generation not to be discriminated against because it was not their task”, Hoxha declared at the Security Commission meeting.
Allegations of favour and application contrary to the 54th-generation Kosovo Police Inspectorate has confirmed to Dukagjin that it is verifying the information it reported on April 27th.
By referring to your request, we inform you that the IPK has so far opened no case for the case in question, but I will verify available information and depending on the findings I will proceed according to its competencies”, said the IPK, in early May.
So during the day, Duagjini has again sent questions to IPK's address, if the same have taken any concrete action with this case and if they are aware of the A test flow.
But by the time this article is published, the same has not been answered.
Also, based on information owned by Dukajini, there have been irregularities even during the testing process, since mass copying has been allowed in some halls in certain areas.
