CoE membership, who are the skeptical countries that initially want association?

At the end of next week, it is expected to determine the agenda of the Council of Europe Committee of Ministers and to have more clarity if Kosovo will pass the final phase of membership at this institution. At least two-thirds of the 46 KiE members should be in favour of Kosovo at the 16 May meeting. Of the non-recognising countries only Greece can make any positive moves, while Hungary, France and Italy are deemed the most sceptical of the countries that have recognised Kosovo's independence.

46 members will participate in the vote, of which are 34 connoisseurs and 12 non-recognitions. Of them 34, perhaps Greece will vote for or any other state, it could be 35, these 35 are now known that Hungary, France, Italy, are more sceptical, so the votes are there must be worked to make it”, says Besnik Tahiri, a member of the Kosovo delegation to the AP of KiE.

Tahiri says Kosovo has met all conditions for membership, even better than some member states in terms of human rights and democracy.

It requires that Government engage with each state to confirm the “pro” votes, especially when the formation of association is already required.

For political analysts the whole scenario is heading towards conditioning with Association. The government must accept the draft state proposed by Europeans and submit it to the Constitutional Court. According to them, giving land to the Decani Monastery was not a written condition but required of the Government.

“About the fact that (the areas of the Decani Monastery) were not a written and published condition then normally related to the Association of Serb majority municipalities may be a condition discussed in the non-public coves and may come up to the very practice that Kosovo must perform to become part of KiE, I hope it is not right, but the first signals are that we are going to go into that direction, say, the Analysis Deton says.

The Kosovo rapporteur for the Council of Europe, Dora Bakoyannis, has said Pristina has met all conditions for membership and the issue of forming association has seen it as Kosovo's internal theme.
