EU High Representative for Foreign Affairs and Security Policy Josep Borrell said Europe is facing two “brutal war” near its borders and many tensions that could easily get out of control.
Borrell, speaking at the end of the Schuman Security and Protection Forum in Brussels on Wednesday, warned that some of these crises could escalate into a major global confrontation “at a time when the world has become multipolar and the multilateral system that is supposed to have been deeply weakened”.
“We Europeans are facing two brutal wars near our borders and with a lot of tension that can easily get out of control in Libya, in Sahel, in the Western Balkans, in the Caucasus, in Sudan, in the coast of Africa, at the (Democratic) border of Congo, in the Gulf, in the South China Sea, in South Asia, (and) gangs and drug cartels in Latin America and Central America<1>, Borrell said.
He added that even institutions that are the core of the United Nations system, such as the International Court of Justice (ICJ), can be weakened.

He estimated that Schuman's Security and Defence Forum was a necessary and important meeting.

The second Schuman Forum for Security and Protection was held in Brussels yesterday, where political actors, high-ranking decision-makers, military representatives of EU member states and more than 60 partner countries, including Serbia, as well as international and regional representatives. The forum's goal was to shed light on how current and potential partnerships of peace, security and defence can respond to the most urgent threats and security challenges and contribute to global peace and security, as well as support the international order and multilathealism based on rules.
