Behet Pacolli: The bill Kurt has accepted is “monst political serum”, Kosovo risks repeating previous mistakes

Kosovo's prime minister said no to US Assistant Secretary of State Jim O'Brien, France's President Emmanuel Macron and Germany's Federal Chancellor Olaf Scholz's request for concrete steps towards establishing the Association of Serb majority municipalities as a condition to join the Council of Europe. That's exactly what Periscop talked to the country's former president, Behgjet Pacolli.
Pacolli, the draft Association, calls “monst root political”, which violates Kosovo's interests.
And who, according to him, is Prime Minister Kurti himself, who has accepted it.
The “Draft of the Serb Major Group Association (ASM) proposed by the EU agrees with what Prime Minister Kurti accepted in Ohrid and later, and we should just read what he accepted and see what he said in Pristina is different from what he agreed with our partners. However, I have concerns about the prime minister's insistence on signing an internal government document with Serbia, instead of presenting it for consideration at the Constitutional Court of Kosovo. Maybe Kurti aims to avoid domestic constitutional control and raise the draft to the level of an international agreement with Belgrade, while avoiding constitutional screening opportunities. I would say that this draft, as is currently a political “monstrum,” can violate Kosovo's interests and constitutional structure”, he has said of Periscope.
Former President Behgjet Pacolli in an answer to Periscope has said Prime Minister Kurti is playing political games carelessly.
He says Quint states have expressed distrust of the actions Kurti Government has taken.
“I have scepticism to address international relations by Prime Minister Kurti, he is playing political games carelessly for previous commitments or statements. Kosovo partners, including Quint countries, have voiced distrust of the government's actions, conditioning further co-operation with meeting the conditions for the Council of Europe. This lack of trust stems from perceived considerations in the government's approach and its readiness to prioritize short-term political gains on long-term strategic interests”, Pacolli has said of Periscope.
Pacolli says the agreements Kurt has signed back the sovereignty, and undermine Kosovo's independence, but that such a thing according to him does not understand the prime minister.
“Prime Minister Kurti does not understand the consequences of some of his agreements as Ohrid, which in my opinion is a setback for Kosovo's sovereignty. Deposits in the UN draft ASM linking association with UN Resolution 1244 undermine Kosovo's independence. Also, the ASM's exchange for membership in the Council of Europe worries me of the government's strategic priorities and readiness for compromises on key issues, bringing less benefits to Kosovo”, said former President Pacolli.
Behgjet Pacolli expresses sceptical about Kosovo's membership in the Council of Europe.
The one for Periscope has said that Kosovo is risking repeating mistakes because of Kurti.
“I have doubts about Kosovo's ability to secure membership in the Council of Europe without meeting the political conditions set by Quint countries. Kosovo risks repeating previous mistakes, such as the demarcation process, if it places populism on pragmatic diplomacy. The approach of Prime Minister Kurti to government must be criticised for his populist shades and for perception of the lack of substatic results”, Pacolli stressed for Periscope.
The Council of Europe, the leading organisations in Europe for human rights, are expected to vote for Kosovo's admission on 16 May.
