26 municipalities, in August 2022, have indicted the Ministry of Education, Science, Technology and Innovation, as well as the Ministry of Health for the return of illegal financial means taken by municipalities for the implementation of the Kolective contracts in education and health. By August 2022 municipalities have been seized in over 35m euros. Taking tools is continuing.
“These indictments have been filed at the Pristina Constitutional Court and delivered for examination at the Commercial Court in Pristina. As these two ministries are known unilaterally had linked agreements with the respective unions for implementation of the Kolektive contracts without any consultation with the Kosovo municipalities”, the Association reported.

In August 2022, 26 municipalities have indicted the Ministry of Education, Science, Tekonology, and innovation, as well as the Ministry of Health for the return of illegally obtained financial means for the implementation of the Kolective contracts in education and health. By August 2022 municipalities have been seized in over 35m euros. Taking tools is continuing.
These indictments have been filed at the Pristina Constitutional Court and delivered for review at the Commercial Court in Pristina.
As the two ministries are known unilaterally had entered agreements with the respective unions for implementation of the Kolektive contracts without any consultation with the Kosovo municipalities.
The Kosovo municipalities' association re-exerts that it is not against the Kolecative contracts, but it is against implementing them in the order to date by taking the financial means to municipalities when the signatories are central institutions.
These two contracts have been signed without any preliminary consultation with the municipalities, without assessing the budgetary impact, without agreement with the municipalities and without the knowledge of the municipalities, until their financial obligations have completely fallen over their municipalities and budgets.
So in this case, the Communist Association requires the Commercial Court to examine these materials as quickly as possible, since the damage to local authorities is daily and to the expense of capital project investments, which this year alone are expected to exceed much of 30m euros.
These accounting agreements are being taken from the municipalities mainly from the Capital Investment Fund.
So these tools would have to translate into capital projects for citizens until the government neither refuels these tools to the municipalities nor allows them to get into budgetary planning.
