KDR leader disappointed with resolving old classes by Pristina Foundation Court

Kosovo Judiciary Council Chairman Albert Zogaj has said he is no longer satisfied with the efficiency of the Constitutional Court in Pristina, in solving old leavers, while saying efficiency at the Red Crimes Department has fallen in all courts. “in 2024, little of the level of engagement in all courts [...]
“in 2024, there has fallen little level of engagement in all courts based on the last quarter of 2024. We were talking about all departments in serious crimes”, Zogaj said, adding that the level of subjects is lower but also commitment.
Speaking to the Pristina Foundation Court, he said that about 40% of matter is in place and that when there is no efficiency it affects the entire system.
“Statistics in the General Department would probably be justified if they focused on old subjects, but if the outcome turns out to be no focus on old subjects then we have a serious problem on this issue and it would require a mobilization and management of the court and council and judges”, he added.
Zogaj said that is not the result they expect, even talking about the failure of professional collaborators.
Colleagues of the work of collaborators are placed in the record. If we don't have results in professional collaborators and legal officials, by the time we have the template decisions, definitely the future of the judiciary and waiting for this category are critical”, Zogaj has said,
The head of the KDR, added that the system suddenly continues with great contrasts between one judge and another judge, between one branch and another branch, between a court in the other court, saying the job is the same but it perceives commitment.
Meanwhile, the head of the Foundation Court in Pristina, Albina Shabani-Rama, said it is true that they have not shown efficiency, and that according to her, as they also engage as legal officials.
The “is difficult to ask for work on the level required as a collaborator when doing the job as a legal official”, she said.
Shaban-Rama, during the report, indicated that the trend of the lens coming to the Constitutional Court in Pristina continues to be high.
As for failure to meet the rate, it is the judges who have reasoned on having very complex old materials at work.
She said they even have all cases turned into retrial and old classes. For this, the chairman, Zogaj, said these materials were fully operational at the end and after the commission has communicated with this judge.
On the other hand, Mayor Shaban-Rama mentioned that they have enjoyed remarkable success in the judges' branches in the first quarter. As he mentioned problems in administration and working conditions.
Similarly, at the KRC meeting, the chairman of the Appeals Court, Valon Totta, also reported, who said that the number of classes is extraordinary and this is causing difficulties.
The Supreme Court of Appeals efficiency area in relation to the accepted and selected classes for this quarter is 65.1 % for this quarter, respectively, we have access to 6732 materials while completing 4971 subject<1>, he said, adding that each judge has completed on average matter beyond the norm.
Also, the head of the Commercial Court, Mahir Tutul, said that in the first quarter they accepted 2037 new materials, 777 of them in the second-degree rooms.
The court's “Efficiency in relation to other periods is noticeably smaller in 82.72 %. Efficiency in the First Stair Rooms is 86.67%, while in the second-degree rooms 76.32%<1>, he said.
While the deputy chairman of the Foundation Court in Gjilan, Riley Sermanjaj, said they have accepted large numbers of subjects from collective contracts, while generally said they have accepted 5724 materials and completed 5644 with an efficiency rate of 98%. / Justice Trust
