Dinari Bislimi and Petkoviq again next week gather in Brussels

The EU's special envoy in the Kosovo-Serbia dialogue, Miroslav Lajcak, is expected to call for a meeting in Brussels top negotiators -- Besnik Bislimi and Petar Petkovovic -- to continue discussions on the dinar issue. The European Union has confirmed that the meeting will be next week, but the date has not been set yet.

The EU emphasises that at this meeting a temporary solution to issues caused by the CEC will be discussed, so that the parties will be willing to engage in proposals presented by the emissary Lajcak.

The EU mediator plans to call a meeting next week at the level of chief negotiators to discuss a temporary solution to issues caused by the recent Kosovo Central Bank regulation, provided the parties are ready to engage on the basis of ideas presented by EU mediator”, an EU spokesman said.

On Thursday 4 April, it was the last meeting in Brussels on the dinar issue, which ended without agreement.

Deputy Prime Minister Besnik Bislimi after the meeting last Thursday, said the Kosovo side has agreed with the EU emissary's proposal regarding the dinar issue, but the Serbian side has requested additional time.

“Seeing the inability to reach a compromise, Lajcak has issued a consolidated proposal that we believe is constructive and on the right track to find solutions, which mostly suits Serbian citizens in Kosovo. The Serbian side has not been ready to reflect this proposal and has called for additional time. The next meeting is expected to be held after two weeks in Brussels”, Bislimi has declared.

You have been made clear that the next meeting can only be held if they are willing to come with ideas for compromise. Even today we have had major differences, while the Kosovo side has discussed options for how Serbian citizens can get financial support even further from Serbia. The Serbian side has been acting as a lawyer and a bank Postanska and has been discussing how to regulate the licensing of this bank, which is neither competent nor in the interest of involved” parties, had declared further Bislim.

On the other hand, Lajcak said after the meeting that there was approach to positions between the sides' proposals.

The “managed to bring together attitudes between the two sides' proposals. I plan to continue discussions very quickly based on EU ideas for compromise”, he wrote on X, formerly known as Twitter.

For the meeting, the European emissary also spoke during the “forum. The EU meets the Balkans”, where it stressed that four meetings with both sides have been held in the past five weeks, and that as he said, it should not be citizens who should pay the “price”.

We have had four meetings between the two delegations in the past five weeks, and next week there will be another meeting. We again found ourselves in the situation that we have to face with the consequences of a decision and not discuss before making the” decision, Lajcak said at the forum.

The European emissary said during the forum that there are efforts by the parties to find solutions, and hopes that it will be achieved at next week's meeting.

So what I mean is that the discussions are built, the parties are coming, the atmosphere is more constructive than usual, I would say. And there is an attempt to find a solution. So we did last Thursday”.

“and parties' proposals have been submitted to. Uh, we try to reach these proposals. It wasn't very possible. So the last time we as the European Union presented our ideas and they were accepted by both sides. So, yeah, but we'll meet next week, and hopefully finalize it. The agreement, based on ideas presented by the European Union”, Lajcak said.

For the April 4th meeting, they were also declared by the Government of Kosovo, where, according to their communiqué, the Kosovar side has described as constructive the EU proposal for finding a solution for the dinar, yet the Kosovo government accuses the Serbian side of lack of co-operation by demanding additional time and insisting on licensing an illegal entity, such as “Postan Banka”.

“This was the third meeting at the level of chief negotiators for finding a solution to Serbia's acceptance of financial support from the Serb community in Kosovo. Our proposals for solutions have been from the very beginning within the CEC Adjust and in accordance with the legislation of the Republic of Kosovo and also, and the EU proposal is considered on our part as a constructive proposal and in the right direction”, the Government Community said.

The new regulation of the CEC has been in force since 1 February, where it defines the euro as the only official currency in Kosovo, which has raised reactions even from the international factor, calling for implementation of this decision to be delayed.
