CECA member Arian Elshani, at today's meeting, has presented the procedure for using cameras at polling stations in the April 21st vote.

Elshani has said the cameras will be placed on the side of anti-election booths.

The Council for Election Operations has also reviewed the procedure for recording cameras in the locations. This procedure comes as a result of the adoption of amendments to the Law for General Elections as well as the election rules recently adopted by the CEC, which envision increased transparency within the locations and monitoring and lowering irregularities that occur at the locations. In the past we have borrowed cameras from Albania for the QNR monitoring process, this time cameras have been borrowed for the decision-making process, and these cameras will be used in locations according to regulations and the General Election Law. Adjusted here in the procedure, we have the whole process of how the census will take place at the polls, so they will be placed on the opposite side of the voting booths, so the secrecy of the voters vote will not be violated but all activity conducted by the members of the deployment council will be monitored, in this case by commissioners and observers at the site. ”

So we need to start with testing procedure and go according to election regulations for deployments and counting at”, he said.

He made it known that the cameras won't have audio recordings.

Elshani recommended that this procedure be adopted, until he added there may be changes.

The other member of the CEC, Sami Kurteshi, asked Elshan when the footage of cameras would be destroyed.

Elshani said it is pre-arranged for the images to be destroyed at the moment when the ballots are destroyed.

With 10 votes for, 1 abstention has been adopted procedures for the use of cameras.
