Elections within the European Union are expected to be held from June 6th to 9th, and this has lowered hopes for concrete results in the full implementation of the agreement on normalisation of relations between Kosovo and Serbia. The EU has accused Kosovo as well as Serbia of unwillingness to implement all provisions of the agreement. But, the ruling Vetevendosje party considers it guilty of failing to establish a basic agreement is the EU, which has tolerated Serbia in violating the agreement. Meanwhile, the opposition criticises Government for having no clear agenda for talks in Brussels. Analysts estimate that appointment as dialogue mediator Miroslav Lajcak was a waste of time.

Although the European Union has estimated that the basic agreement for normalisation of Kosovo- Serbia is stuck to implement and that both sides are to blame for this, the EU has not planned a Kurti-Vuchic summit. But the lack of a concrete result in full implementation of the agreement, the ruling Vetevendosje party considers it a failure on the part of the dialogue mediator.

The MP, Armend Mujaj, said Serbia over the years has committed political and military aggression against Kosovo and the EU has had no punitive response to it.

The EU's “dating since 2013 is very unbalanced. Immediately after the agreement in Brussels and Ohrid Serbia has violated the agreement by opposing Kosovo in the Council of Europe. In addition to political aggression Serbia has had military aggression over Kosovo and the EU has not punished”, Muja told Rtv21.

For opposition parties in Kosovo, the EU's failure to impose solutions for implementation of the final agreement is not disturbing. The MEP of the largest opposition PDK party, Ferat Shala, praised that concern remains the government's failure in the process of dialogue and, as he said, Kosovo benefits only punishments from this process.

“What is most painful for Kosovo that Government has entered into the process of dialogue without an agenda. It has entered into dialogue to cover up its failure on the economic and social issue. Dialogue is going right to completion and Kosovo has managed to be isolated and under sanctions. It has also allowed itself to be discussed on internal issues such as the dinar”, Shala said.

Politologist Fidan Ukaj estimated that Miroslav Lajcak's appointment as mediator of the Kosovo dialogue has been a loss from the EU for reaching a normalisation agreement between Kosovo and Serbia. According to him, the other problem is amnesty that has made Serbia on several occasions.

For these four years of EU efforts to normalise Kosovo reports, Serbia has been a waste of time because at the start of this process it has been a person who did not have the trust of Kosovo. This has been the EU's inappropriate decision”, Ukaj told Rtv21.

The Kosovo government has accused the EU of breaking Brussels' agreements, even though Serbia is opening the way for membership in this union. MP Armend Muja, finds continuing dialogue difficult.

There is asymmetry between the parties, we have dekmocracy in front of an autocracy, have a country challenged internationally and we have a country that is progressing in the integration process”, Muja said.

Kosovo and Serbia have accused each other of violating the agreement. Kosovo is urged to establish association, while Serbia does not prevent Kosovo's membership in international organisations. Meanwhile, the European Union is scheduled for next week to hold the next meeting between top negotiators for the dinar.
