Serbia had proposed several changes in the text for the recommendation that Kosovo be accepted into this organisation, but that it was rejected by the Committee for Political Affairs and Democracy in the Council of Europe.
Against that, none of the amendments proposed by Serbia were adopted.

After the Parliamentary Assembly vote, the issue goes into the hands of the Council of Europe foreign ministers, who must ultimately decide whether Kosovo will become the organisation's newest member.
