Spouse Prime Ministers and Ministers Criticised

A large number of deputies, who have not received answers from members of the government cabinet, are waiting in the country. Only at the last session were 72 Sosh. Job monitors of the Parliament have described this practice as irresponsible to the prime minister and ministers at Wednesday's session alone in order [...]

Only at Wednesday's session, in turn has it been to have 72 parliamentary questions for the prime minister and for other members of the government cabinet, 61 of which were delivered from past Assembly sessions. But many of them have not been answered again. There are deputies who have been asking questions for 10 months and have not received answers, either because of the lack of cabinet members, or because of their determination not to answer those opposition MPs who do not vote in favour of international agreements.

During the past year, Interior Minister Jelal Svecla has not answered any of the lawmakers' questions.

Arber Thaci, the overseer of the Parliament's work at the Kosovo Democratic Institute (KDI), has deemed this approach of the Government to the Assembly irresponsible.

The parliamentary <x0/Pyet presents one of the main institutions of MPs' supervision against the executive and assessing in the sense of law, executive approach represents one of the clear cases of overcoming their competencies, since refusing to answer parliamentary questions cannot be a political tool, let's say, in the differences between power and opposition”, he has said.

Similar stance has been expressed by university professor Mazbul Baraliu, who has stressed that it is the responsibility of any minister to answer to the MP for his official work.

The “E are on duty, they have it under the description of tasks and, by nature, by law, by the Constitution, the obligation to respond to the Parliament's demands, because the Assembly is not only legislative, but executive overseer”, he said.

In the country, they have not shown which ministers have not answered the most questions of MPs. In October of last year, Government members have been determined to answer parliamentary questions led by the opposition to condition the vote on international agreements.

But Professor Baraliu views this as a violation of duties that the law describes to the prime minister and ministers.

No majority and especially no factor, component, executive pillar of power can and no mandate to condition MPs, because the MP's mandate is inconsistent. Even the party of an MP or MP cannot influence the opinion, MP” vote, Baraliu has said.

And Thaci from KDI has stressed that with provisions the Government is making to MPs, it is overcoming its competencies.

The executive's approach to MPs even international agreements represents some overcoming of competencies, since their call is to vote on them blanco. In that sense, such a vote without context and ideological treatment represents interference in the will of MPs”, Thaci has said.

He has added that some of the responsibility should be carried out by the Speaker of the Assembly, who has said that he has been relating the rejection of ministers and prime minister to provide answers.

We should also criticize the role of the Speaker of the Parliament. Since the regulation delegates clear powers to the withdrawal of the remark, in the event of the absence of an executive member, under the circumstances when he is informed that there were parliamentary questions in advance, and let alone that this situation represents a kind of total boycott of the Executive over the parliamentary questioning institution, he would have to act differently”, Thaci stressed.

The Law on Government on its responsibilities points out that the executive's job is answered by the Parliament.
