The Commission for Political Affairs and Democracy of the Parliamentary Assembly of the Council of Europe gave a positive opinion on Kosovo's request to join that organisation, and Montenegrin representative Maja Vukicovic from Knezevic's DNP voted against, despite Montenegro's official policy.

The Council of Europe announced that the next step is expected on April 18th, when the full Parliamentary Assembly will be voted for the final opinion on Kosovo's application.

The final decision is made by the Committee of Ministers, which gathers representatives of the government, not parliamentarians of all member states. There is no time frame for the Committee of Ministers” decision The Council of Europe said.

Unofficial information from the Serbian media says this could happen in late May.

The Council of Europe Assembly's “Education is advisory, so the final decision on any membership application will be made by the Committee of Ministers. If the decision is made by the Committee of Ministers, in the format of deputy ministers, unanimity is required. If the decision is made by the ministers, in principle a majority of two-thirds of the vote --” -- is told Pobjeda by the Council of Europe.

Kosovo Parliament MP from the Alliance for the Future of Kosovo ranks Besnik Tahiri, who attended the meeting, said the report was voted by 31 votes, four against and one abstention.

Parliamentary Assembly of the Council of Europe (PSSE), representing Montenegro, Maja Vukic of the Democratic People's Party, has voted against Kosovo membership in the Council of Europe. In addition to Vukicevic, two deputies from Serbia and one from Bosnia and Herzegovina voted against, while Greek MP Alexis Tsipras abstained.

Vukicevic's stance is contrary to Montenegro's official state stance, which supports Kosovo's membership in all international organisations, as well as the coalition's signed agreement on forming the new government, which envisions the full respect of Western partners' policies.

The Democratic People's Party (DNP), whose member is Vukic, has earlier announced that it has full support to vote against Kosovo's admission to the SPSE.

In a proposal for the Serbian painting Alo yesterday, Vukic said he has support for the decision by Montenegrin citizens.

“Even what is interesting is that none of the political subjects reacted to threats made to me, which speaks a lot about double standards, because it was once known to react to much more harmless” comments, Vukicevic added.

She said Kosovo's admission to the PSSE “would pave the way for other opposing territories to seek membership in international institutions”.

Europe's Council is an alliance of states and on the international stage there is no consensus if Kosovo is a state. Kosovo is not recognised as a state by half the members of the UN General Assembly, Kosovo's citizenship has not recognised five European Union countries, so it would be a serious precedent if Kosovo was accepted” 03)

Vukicic is the leader of the Montenegrin delegation to the Parliamentary Assembly, which consists of three members -- two from the government and one from the opposition and three deputies. In addition to Vukicevic, members are Vasilije Charapiq (PES) and Boris Mugosa (SD), while MPs are Nikola Camaj, Nadja Lakovic (PES) and Milos Konatar. Representatives take part in the vote and if they can't, MPs vote.

Montenegrin Prime Minister Spajzic and Foreign Affairs Minister Filip Ivanovic have not yet been declared on this case, while Deputy Prime Minister Nick Gjjosaj and Public Administration Minister have congratulated Kosovo on positive recommendation.

The Social Democrats estimated that Montenegro's representative's vote on the Kosovo membership issue in the Council of Europe is an indication that the agreement signed by parliamentary majority leaders is a dead letter and that the coalition for the Future of Montenegro is successfully implementing its agenda at the international level.

With such an act, as they add, Montenegro is officially deployed on the anti-Western side, at the same time undermining traditionally good relations with our neighbours.

“Minister Ivanovic, Prime Minister Spajic, President Milatovic... close your eyes if you have been kidnapped”-DS said.
