Parliament worker is voted by “kolegs” as a member of the Procuroial Council

A member of the Kosovo Prosecutorial Council is expected to be voted in the Kosovo Assembly tomorrow. He's supposed to be a civil society. One of the candidates expected to vote, which has scored at most, turns out to be no member of civil society at all. Visar Krasniqi even turns out to work in the Assembly. [...]
The assessment commission formed by the Commission for Legislation, Mandate, Imunite, the Assembly Order and the supervision of the Anti-Corruption Agency had interviewed civil society candidates Memli Ymer and Visar Krasniqi, who are in the race to elect members of the Kosovo Prosecutorial Council on February 2nd.
According to the Commission's scores, Visar Krasniqi leads first with 66 points collected, while candidate Memley Ymeri second with 48 points collected. Both candidates will be recommended to the Republic of Kosovo's Assembly for the vote at Thursday's session.
Why is Krasniqi's candidacy problematic?
The law for the Kosovo Prosecutorial Council at Article 8 paragraph 5 about the incompatibility of being a member of the Council states: “the person working for the administration, including the persons who perform duties in Government or administrative bodies, institutions founded on Constitutions or created through” legislation.

So it can become a member of someone who works in the administrative bodies or institutions founded on the Constitution.
The other, Wisar Krasniqi, received the scores, quite from his colleagues. He still works in the Kosovo Assembly as a support staff of the Commission for Legislation and Mandate. Where the most voted.

The National newspaper has contacted Krasniqi. Asked whether the law says it cannot become a member of someone who works in the Assembly, that answer.
That's what you're saying, but there are other laws. For example, the Law for Public Officials envisions the possibility that when elected to a position that is incompatible, the function should be suspended. If you choose me, I suspend the function of Commission. ”
He's already said he had no interest in the Civil Society in this position.
There has been no interest in civil society for this function. They're not interested either in civil society or other non-professional members.
Asked whether he does not find the conflict of interest, that he received the points from his colleagues where he works in the same Commission as staff, Krasniqi has replied that “has not participated in the interview work of candidates”.
Why is the member of the Prosecutorial Council important?
The Constitutional Court had declared the Law for the Prosecutorial Council invalid. The Constitution has found that the law, with which the VV boasted that it is reforming the prosecution, should be widespread.
Very nervous with this decision by the Constitutional Court, Justice Minister Albulen Haxhiu had indicated.
At the media conference, she has said the Constitutional decision is absurd and unacceptable.
But what was noted was the tendency of the minister (not first) to have the Constitutional Court's decision attacked with the positive opinions of the Venice Commission.
The Constitutional Court has not sufficed professional assessments by the Venice Commission. This ignoring of opinions is a major blow to the Republic of Kosovo and for the path ahead of ourselves” - Hadziu was expressed.
All this nervous, and this attempt on the Kosovo Prosecutorial Law, by connoisseurs is seen as attempting to capture the council, therefore prosecutors' leadership position.
