Murati ministry indicted by veterans, disabled for pensions

Ismail Hoti has taken to the streets from the village of Ratkoc of Rahovec to the offices of the KLA Veterans Organisation in Pristina to express his concerns about a decision the Finance Ministry issued the previous day.

Hoti during the war was a member of the Kosovo Liberation Army, but was injured in Kostunica, and for that he is also a beneficiary of the war invalid's pension scheme.

But he is not able to get the basic pension of age, since the Ministry of Finance has rejected it.
I've come to make a complaint after applying for retirement of age, or as told by the age of 100 euros, I applied to Prizren on the 5th of this month, by the 17th, I've made two decisions in one day, one that was approved by 100 euros of age pension, and one that was rejected. I will now address the fundamental Court in Pristina, according to the administrative direction it writes in the decision,” said Ismail Hoti '%s' of war

Hoti says the whole process is unnecessary and painful for him.
Not only bad but difficult, for us, because it's going to take a lot of letters to make sure they're finally rejected, and then through the lawyer you're gonna have to sue by the direction they've already filed there, to sue them for my rights,” added Hoti.

Like Ismaili many other former KLA members, they are addressing the Veterans' Organization's office to be instructed in other steps.

Fadil Shudaj, who is the leader of the Association of War Disablers, says the Ministry of Finance is violating the law and that he has not responded to the paperwork they sent him.
This right that has been denied this category and these people, should be immediately recognized by a special decision of the Ministry, they are not doing that we are taking them directly to the Court. At the Court they're winning the case,” said Fadil Shullaj of the War Invalids Association.

More than 200 indictments in the case have already gone to the Pristina Foundation Court, only from the Kosovo Institute for Justice. Gzim Shala, a researcher in the IKD, says the lack of institutional action overloads the judicial system with such cases.

“The question of non-excusing these tools and letting this be done only through judicial routes, which definitely only damages the budget of the Republic of Kosovo, because in the concrete case of pensions, it would have to be paid for both procedural expenses and legal interest, and all these issues, so that the Kosovo budget of the right would have to be maintained even if those obligations were to be fulfilled in the ministry,” said Gzim Shala Fulumers in IKD

The finance ministry since last week has not returned answers to television's interest in the issue.
