KFOR Commander: The situation behind Banjka is fragile but calm!

KFOR is monitoring the situation, and according to its commander is focusing on some key factors it has mentioned.

General ãozkan Ulutaş has also talked about increasing KFOR soldiers in this part of the country and the importance of communicating with all sides in Kosovo and the region.

graphy: How do you assess the security situation in Kosovo, particularly in the northern part of the country?

Major General ãozkan Ulitaş: The situation is generally calm, but it remains fragile. We are closely monitoring any important security developments in the region, because awareness of the situation is vital to us.

My assessment of the security situation usually focuses on several key factors:

) Stability and Security: Assessing overall stability within Kosovo, including the presence of any tension affecting a safe environment for all communities;

Freedom of movement: monitoring and securing freedom of movement, which is a critical aspect of the security situation and an essential mandate of KFOR;

Security incidents: monitoring and response to any security incident that may occur, praising their potential impact on the overall security environment;

) Co-operation with regional actors and local institutions: the level of co-operation and dialogue between KFOR and local institutions, as well as Serbia's chief of defence, as this is crucial to maintaining peace and security.

KFOR has a skillful, flexible and visible presence throughout Kosovo, and we remain focused on the daily implementation of our UN-appointed mission. We continue to provide a secure environment for all communities living in Kosovo and freedom of movement at any time and impartially. KFOR is the third security reacter, behind the Kosovo Police and the EU Mission for Rule of Law (EULEX), with which we work in close co-ordination respectively.

graphy: KFOR has recently increased the number of soldiers in Kosovo, in which areas and what does this mean for security?

Major General ãozkan Ulitaş: After the recent tensions, we deployed about 1,000 additional troops in Kosovo and increased KFOR's presence in northern Kosovo. This was the biggest reinforcement of our mission in a decade. We have also tripled the number of patrols, including along the administrative line. KFOR has a flexible and visible presence throughout Kosovo, which enables our mission to respond to all situations affecting a safe environment.

Our goal is to prevent escalation and are willing and equipped to take all necessary measures to fulfill our mandate. Our mission is valued and adjusted consistently. The current KFOR force includes around 4,500 troops from 28 countries, including NATO allies and partners.

graphy: Can there be a Benjamin 2 north of Kosovo, and what will be KFOR's reaction if that happens?

Major General ãozkan Ulitaş: The Banjska incident in northern Kosovo in September 2023 was a serious escalation of tensions in the region. After that, the situation in northern Kosovo remains tense. Given the complex dynamic and potential for further unrest, especially in northern Kosovo, the international community, including KFOR, remains vigilant. Our goal is to prevent any repetition of violence and help create conditions to encourage dialogue and normalisation of relations between Pristina and Belgrade. KFOR's daily activities are aimed at creating the necessary security framework for EU-led dialogue to move forward. As Secretary General said NATO, Jens Stoltenberg, during his visit to the region in November, “Belgrade and Pristina must engage constructively in the EU-launched dialogue. This is the only way to lasting peace and stability”.

What is your co-operation with Kosovo institutions that is political and security?

Major General ãozkan Ulitaş: KFOR regularly and transparently communicates with all international and regional interests, and I have made it my priority to promote trust-based communication and co-ordination. KFOR's co-operation with our numerous counterparts includes a wide range of activities, including:

) Coordination for security issues: I regularly contact representatives of security organisations in Kosovo and Serbia's Armed Forces Protection Chief on various security issues, to prevent and react to incidents that could threaten the stability of the region. This is especially important in times of increased tensions.

) Anti-conflict efforts: KFOR plays a crucial role in preserving a safe environment for all communities.

In the end, our goal is to continue our efforts to prevent risks for new tensions and fuel violence by closely co-operating with the Kosovo Police and EULEX as the first and second security responseer. Our continued co-ordination is key to providing lasting security in behalf of all communities living in Kosovo and maintaining regional stability.
