According to Law No. 06/L -113 for the organisation and functioning of the State Administration and Independent Agencies, Article 18 of it: Paragafi 5 stipulates that “General Secretary, in case of absence, is replaced by the director of one of the ministry departments, written by the secretary himself. In the event of medical inefficiency, the department director who replaces the Secretary General is appointed in writing by Minister”. However, the Law does not specify the situation when this position remains free and who appoints the task leader, by all means, remains in the department's discretion. So Mrs. Cerkini, the UKPZHR minister, has decided in line with the description of work tasks aimed at managing work within the MBPHR.
