A day after the discussion in the Parliament and the failure of the Investigative Commission for one-man tenders, the Kosovo Energy Corporation (KEK) has awarded two contracts weighing over half a million euros through closed tenders, according to Paparaci portal.
The two single-source contracts the public company has awarded to, which under current power management, has faced charges of misuse of public money, are related to ensuring KEK facilities and transporting its workers.
Even numerous discussions and denouncing by the opposition of suspicious one-source contracts has not stopped the Energy Corporation management on the same day, on Friday 29 March, from announcing the winners of two tenders through negotiating procedures with two economic operators.
The two contracts provided by KEK weigh about 580 thousand euros.
The first tender for “guarding and securing KEK objects for two months (Prill May 2024”, for which 449 thousand euros are planned, has been given to the private company “Honors Chiefs”.
The company, headquartered in Pristina, has been rewarded consistently since 2021 with tenders negotiated by KEK for the preservation and security of the facilities. The company is owned by businessman Constract Krasniqi.
Based on the announcement of contract release published on platform e-procuration, KEK has negotiated with only one operator for the contract. Negotiation has not even managed to lower the price of the offer. The winning bid has resulted in about four thousand euros higher than the means that were destined.

Eventually, the contract for securing KEK facilities has amounted to 453 thousand euros.
The selection procedure for the winning bid has lasted less than three days. Negotiation has taken place on March 27th, the giving contract has been announced the following day, while signing the agreement will take place today.
Another 122 thousand KEK euros will go towards transporting company workers.
Even this service will be performed by a private company contracted through a one-source contract by KEK.
The tender for the KEK employee transport for April 2024” weighs 147 thousand euros and is divided into two parts.
For this closed tender, the Energy Corporation has negotiated with only two travel transport agencies, public data on the platform shows e-procure.
For the first sum of the contract, which weighs 122 thousand euros, the winner has been shortlisted the company's bid “Autotransport” with headquarters in Dardish. For the second round, however, individual business bid Bujar Dervisi has been declared winning, worth 25 thousand euros. The total value of the contract is approximately 150,000 euros.

One-source tenders limit competition and increase the potential for higher prices and lower quality.
The Vetevendosje movement has repeatedly voiced criticism of former powers for awarding contracts to one stem, for which today the closed tenders continue to remain silent and amnist.
Two weeks ago, the opposition initiated parliamentary debate on hundreds of single-source contracts signed by government institutions, independent agencies and public enterprises since February 2021, when the Vetevendosje Movement was transferred to power.
On Thursday, at a plenary session, the opposition proposal for establishing the Investigative Commission for single-source contracts was reviewed, but the initiative failed. Power unable to establish the investigative commission by not participating in the vote.
Opposition deputies have demanded that the prosecution deal with the contract investigation.
But power deputies have said the commission's establishment is unnecessary and have denied the opposition's accusations that more one-way contracts have been entered into this government than in the free government.
