To Hovnier, it was necessary and legitimate to use force, Klenkosova reportedly broadcast.

We deeply regret losing the lives of innocent civilians, including those who died during the NATO operation. After all options were exhausted to stop the bleeding, NATO had a moral motivation to act and we did. And the use of force in this case was necessary and legitimate, given the humanitarian crisis the world was seeing unfold in real time”.

He even cited several statements by then US President Bill Clinton about the decision to bomb Serbia.

” As President Clinton further explained at the time: “We act to protect thousands of innocent people in Kosovo from a growing military offensive. We act to prevent a broader war... we act to stay united with our allies for peace. ”

And:

”Sic said President Bill Clinton on March 23rd 1999, a day before NATO launched Operation Allied Forces, unless President Milosevic is willing to make peace, we are willing to limit his ability to wage war with Kosovars” ”.

These statements by US Ambassador Jeffrey Havenier told the 25th anniversary of NATO's intervention, the event organised by Pristina University and the University of Arkansas.
