Hard Escobar: We have problems in communication with Kurti- not just us, not just the EU, NATO and Britain

The United States envoy for the Western Balkans, Gabriel Escobar, has named “catastrophic” and “competent” the Kosovo authorities' decision to implement the Kosovo Central Bank regulation that defines the euro as the currency for handling cash payments. The use of the Serbian dinar in majority municipalities [...] has thus been made impossible.
Thus the use of the Serbian dinar in Kosovo's majority Serb municipalities has been made impossible.
He has made these statements in Brussels during an open conversation with journalists.
Asked about the possible consequences to Kosovo and Serbia for failing to implement the Ohrid Agreement, Escobar has said that official Pristina should start work towards forming the Association of Serb-run municipalities, while Serbia considers commitments binding.
According to him, the consequence of failure to fulfil agreements will be slow down on the road to European integration.
Escobar has acknowledged that there is a rift in diplomatic communications between the US and Kosovo.
“Partnerity between the United States and Kosovo, between the American and Kosovo people, does not penetrate through a man in Kosovo, or a party. However, I must say that we currently have problems in communication with [Kosovo's] prime minister, Albin Kurtin. And not just the US, it's a problem that Kosovo has with the EU, NATO, the United Kingdom and more partners, including Albania and Northern Macedonia”.
He has said communication with Kosovo has been very good in the past and hopes the same situation will be in the future.
