“We knew there was resistance to reshuffle of KLA areas from 7 to 3. However, some of the commands of areas in particular Remi, who was commander of the Lyp Operative Zone and Mr. Ramush Haradinaj from the Dukaj area of Dukagjini -- that is, the commander of the Dukagjini Operative Zone -- the two had specifically told us that they opposed this reshuffle and opposed being dependent or under the addiction of the KLA's General Staff, which was organised sometime at the end of the summer. They had that attitude and opposed the power to resist. They had their own resources, they had their own financing and they had their own means to secure weapons”, Byrnes said.
Byrnes said Remi had told them he was buying weapons from a Yugoslav Army colonel who they were paying with German marks.

He said the same was being done by Bemer Rama and Ramush Haradinaj.
“We, as we knew Uniman Rama in the Shala Zone was doing the same, and Ramush himself told me more or less, he was doing the same. So from an analytical point of view, the KLA analysis is not that it had influence over these people and these people had their own feelings of independence, they were independent because of resources, and exactly what military aspects could do any kind of thing they thought was better served by them”, he said.
Byrnes says there are difficulties in consolidating KLA areas due to independent military leaders
Witness Shawn Byrne claims that during the war the General Staff The KLA had made efforts to make reductions in operational zones.

The Witness also spoke of The KLA and how she was perceived by them.
The way we understood it was that basically things haven't changed in time that the KLA had two leaders. That original KLA has done a joint work of what I would explain as a territorial protection force and we actually in our reporting on Washington we have called, so, people dealing with civil groups we have called like those American civilians who fought against British troops in our revolution in 1700, and we have also used the same termology for these because they protected their homes and their families”, he said.
He said they had the feeling that the KLA was formed by a uprising that was led by individual leaders and that later turned into district commanders.
The feeling we've had is that these groups have been trying so since the early 1990s have created a fight against Slobodan Milosaviqi's oppressive force device in Kosovo. Some of the horrors that have been done to Albanians have started, for example; the burning of villages, or the taking of personal items, property these kinds of things. In time, it was seen as a complete uprising beginning at the time, which was being led by individual leaders who then turned into individual commanders of the” zones, said witness Byrnes.
