He said this is being done to achieve a much larger goal, alluding to membership in the Council of Europe.

Kurti in the past has been one of the most vocal opponents that these properties are given to the monasteries.
This issue has been reacted by the states of the QUINT during Kurti's rule, especially after Kosovo applied for membership in the Council of Europe. Last week the government signalled that it has been hired to pass these properties to the Decani Monastery, since it is a condition for Kosovo to take the next step for membership in the Council of Europe.
Whatever the case, property is not expected to end the issue of membership in this organisation, as governments themselves expect eventual membership to be conditioned on other issues.
Local authorities in Decani have consistently refused to implement the Constitutional Court's decision to allow the Decani Monastery to register 24 hectares of land and forest, with the argument that this property is of social companies “Apico” and “Ilia” and that it has never met the monastery.
In September 2021, Kosovo's Constitutional Court has issued a “decision against the non-execution of the judgments”, in which it claims its 2016 ruling has not been implemented.
Kosovo's Constitutional Court of Peja, in June 2022, has launched investigations against the Decani municipality because of its failure to comply with the Constitutional Court's decision.
