The country's highest yurdical body, the Constitutional Court, confirmed during yesterday's day a verdict of three domestic courts -- that of Foundation, Appeal and Supreme -- that Kosovo citizens must return around 40m euros from electricity billsIt says Periscope.

This amount was paid by Kosovo's citizens for the spent electricity in the northern part of Kosovo.

K E SCO and Government had this amount as a waste of electricity during its distribution.

Source Ejupi Executive Director at the Institute for Development Policy IDEP, has clarified about Persycope hints of how Kosovo citizens can be compensated for electricity bills

Ejupi said there are two ways to get them back to the citizens of Kosovo.

The first “is that Government can subsidize K ESCO in the amount of 40m euros”, EJupi said.

According to him, the other way Ejupi says it is easily feasible, it is for citizens to be subsidised by 100 euros on the latest bills coming from KEDS and KESCO.

“Diku is estimated to be around 400,000 units of electricity, and if we count out of 100 euros of subvention for consumers then the amount is about 40m, for which the Constitution made the decision. But one thing we need to remember, cannot benefit citizens who have been linked to the recent KED union or new consumers”, Says Ejupi about Perscope.

According to Ejupi, electricity energy bills from 10 euros can be subsidised for any energy bill spent to the amount when it can reach 100 euros.

Said EJupi.

The Constitutional Court yesterday ruled that 40m euros would be returned to consumers who had paid the electricity for Serbs in the north, given a decision made by the Energy Regulatory Office (ZRRE).

Chairman of the Black Board. RRE Ymer Fejzullahu during yesterday has said that they have not yet seen the Constitutional Court's decision, and that as soon as they have the decision, they will begin with the “returns of 40m euros to citizens who pay electricity to Serbs in northern Kosovo.

“Consequently, the Court, by applying the criteria and principles that have been sincerely addressed and responded to all the fundamental claims of the request filed through responses to the indictment, and to the request for extraordinary review of the judicial decision, and found that the verdicts brought against the Supreme Court have not contradicted the terms of the Republic of Kosovo (4), says the Constitutional Court communiqué.

The following “, in terms of linking the Office for Energy Regulatory claims with the tribunal's findings in the Ko93/21 Act, with pre-complicator Blerta Deliu-Codra and 12 other deputies, the Act explains that this case differs in a way that differs from the actual circumstances, among other things, because in the case of Ko93/21, the Court had assessed the constitutionality of the recommendations [N08. -R-01] of May 6, 2021 of the Republic of Kosovo's Parliament, under which (Koron) was authorized STT to cover electricity deviations in four (4) municipalities of the Republic of Kosovo, exploiting revenues from its own budget, means that will be compensated “by dyvisanda or any other possible” mechanism; and (ii) the Government of Kosovo, within six months' time, to ensure the entire process of entry into the billing system, according to rules and laws in power, in co-operation with responsible parties, for billing consumers in the four (4) relevant municipalities with electricity>It says on notice.

According to the clarifications provided in the Ko93/21 Act, the Court had found that the controversial act of the Parliament is not in conflict with the relevant provisions of the Constitution, among other things, because the gap in dealing with electricity consumers based on the settlement (i) follows the legitimate goal of implementing the Locking Agreement with ENTSO-E, respectively, the European Network of Transmission Systemal Energy System Operators; and (i) was temporary nature. Taking into account the legal provisions, legitimate purpose, and the consistency of the controversial act of the Assembly, including the Government's obligation to address issues related to the relevant billing system, the Court had estimated that the same was proportional to the goal pursued”, becomes known further.

“Electricity”, owned by Serbia's energy company, received a license for operation by the Kosovo Energy Regulatory Office (ZRRE) on 24 June last year.
