One of these specifics was also “for the installation services and technical support of the cameras at” locations.
After the adoption, CEC member Ilir Gashi said there is a dilemma on the issue.
“Although I voted for, a dilemma over the issue of the cameras in the poll is not talking about the concrete case, it is a question that will be forwarded whenever elections are held in all of Kosovo. Is in line with the current laws in Kosovo, with the violation of privacy because this issue has been trumpeted too long in Kosovo. I'm not talking about the concrete case because this is gonna be worth another time, but I have dilemmas here, I don't know if it's in full with our legal framework”, he said.
Arian Elshani, another member of the CEC from the PDK, has said the cameras will be borrowed from Albania's Central Commission, while in the coming local and parliamentary elections special procedures will be needed.
He said this is some kind of test or pilot.
The “just as it is regulated by electoral rules that we have left space for ensuring transparency and registration in the countries, in reality these specifics are specific for technical support that will be given because there is a special procedure that will be carried out for exploitation, in borrowing from Albania's CEC, for which we will have a memorandum of co-operation with them and will be loaned to record these cameras within the location. But, of course, this issue in terms of the upcoming parliamentary and local elections at the national level needs special procedures, so this is kind of a test, piloting we're using these cameras within the” polling, Elshani said, follow Express.
Meanwhile, CEC member from VV, Alban Krasniqi, has said that setting up cameras is part of two regulations.
He has said the secret of the vote is preserved, as cameras will be placed in forms and positions where the prosperity of the voting process is secured.
“Dmeth the deployment of recording cameras are part of two regulations, the one for the vote and the work of KVV). On the other hand, the new law is binding on him. The CEC wants transparency to increase during voting processes and counting, and this is in the form of that transparency. Of course, it is clear that the secrecy of the vote is preserved, they are placed in forms and positions where the prosperity of the process is provided, and whatever circumstances we need tomorrow, for results or other aspects, that is resolved. For the first time it's going down now, but regulations have been adopted and continued to be used in other election processes”, Krasniqi said.
