The new regulation of the Kosovo Central Bank, which concerns the dinar ban, has not been criticised by the QUINT countries, but the way it is implemented.
Germany's ambassador to Kosovo, Jorn Rohde, in an interview at RTV Dukagjini has said it should not be done the way it was done.
According to him, additional talks and requirements are needed.
He points out that there should be no passage of the situation because it is not the way to follow.
This is done in a way that shouldn't be done. People should be informed first of all and not criticize the regulation but the states of the QUINT, but the way it's implemented and people aren't informed and they're especially scared in a sensitive environment that we have. We have dialogue, we have negotiations, so no additional requirements are needed and should not exacerbate additional tensions and it's not the way we should follow”, he said.
For Rohden, one of the ways to resolve this issue is to discuss the two central banks.
“We always talk about European standards and good governance is a European standard, and that means that we get people close and there's been the dinar issues that a time and Serbia also has to engage in Kosovo issues and transfers of the euro and it has to be a way of getting this resolved, maybe the two central banks should talk between ourselves and in the context of dialogue, and that's the platform, you always have the bilateral ways to solve problems like we've solved the car signs, the power issue of other<16>, the ambassador added.
Rohde has expressed optimism that compromise and rationality will prevail.
But he also points out that it is not time for the transition. He stresses the need for dialogue.
I am optimistic and I hope that compromise and rationality will prevail, and the government has said there will be a period when nothing happens but for us still is not clear how long this will last. We are convinced that this is a technical issue and we will address it that way, it is good to have clear guidelines, clear deadlines, what will happen and when and then the public will be better informed. When I read the newspapers that are going to hold demonstrations on the part of Serbs, it's going to block the streets, is that tension or not, this is a tension and we don't need time for the transition, but we need the dialogue”, he added.
Otherwise, Kosovo Prime Minister Albin Kurti said the Government he leads and other institutions are willing to address “quickly any concerns raised over the issue of Kosovo Central Bank regulation, which prohibits the use of the Serbian dinar for payment in Kosovo.
During the meeting with Kosovo's accredited ambassadors on 5 February, Kurti said that during the transitional period of implementation of the BEC regulation, the focus would be “the formation of businesses operating with dinars and unformly”, the media reported.
Adjusting for cash operations has entered into force on February 1st amid international criticism and demands for the Government of Kosovo to postpone implementation of this regulation. The United States and the European Union have voiced concerns about the impact of this regulation on the Serb community in Kosovo.
