The presence was not even at the regular preliminary session, where the agenda was the budget.
The opposition sometimes sought to know why the mayor was not present, and for that, the two deputy speakers, Alban Zogaj and Jehona Lusaku, who were inside the hall, remained silent.
In this way, the Vetevendosje Movement and the Democratic Party of Kosovo refused to stay in the hall to vote the budget, “when the extraordinary session lacks the mayor, who himself has called the session”.
Following the VV and PDK's assistents released the hall, the continuation of the extraordinary session was unable because of a lack of quorum.
