At the ceremony, to be held at NATO headquarters in Brussels, Rutte will take over the post of secretary general, which has so far been held by Norwegian Jens Stoltenberg. Stoltenberg has been at the helm of the alliance over a decade of turbulence, which has largely been marked by the invasion of Ukraine, launched by Russia in 2022.
NATO officials and diplomats expect Rutte to continue Stoltenberg's priorities for the 32-member alliance: continue supporting Ukraine, push member states to spend more on defence and keep the United States engaged in European security.
But there is uncertainty as to the war in Ukraine and US future support for NATO and Kiev, as Donald Trump sceptic of NATO is in close election competition with US Vice President Kamala Harris.
