Speaking at today's meeting of the mayors of the municipalities with Prime Minister Kurti and some of the ministers, Kosovo Communist Association Chairman Agim Aliu said that Kosovo's <x0->communs, now and many years, are being challenged every day of their work, with financial instability, budgetary inefficiency, the barrier of systemic blockades, which have a source, have a common appointment, there is a common denominator of financial obligations stemming from the Colektek” contract.
On the other hand, Aliu said the <x0-communal contract is a legal act undertaken by the Central Government, while the source of funding unjustly supports it in local government finances. Right, in this middle, lies the insurmountable financial challenge of the Kosovo municipalities”.
Aliu stressed that affecting the municipal budget is an unbearable burden.
There are dozens of paperwork, official meetings, interinstitutional conference of our public broadcasts, where we have addressed it both close to the government level, even to justice organs, our concern, which has seized local government finances in every municipality of Kosovo.
To violate the equally insufficient Communist budget, it is an unaffordable burden, with multiple complications and irreparable damage for Kosovo municipalities, so today and to the resolution of this problem issue, that goes beyond party, ethnic affiliation, consecutive municipalities demand of you Mr. Prime Minister, from the Government of the Republic of Kosovo ʹ the correct, meritive solution to financial obligations of the Kolektive” contracts, Aliu said.

Dear Mayors of the Communists!
The government of the Republic of Kosovo immediately needs to share the additional budget for municipalities, in proportion to the expenses of collective contracts as well
To initiate legal and budgetary procedures, for remuneration of obligations paid so far by municipalities, which for municipal budgets represent multimillion figures.
The municipalities over the years have millions of euros less to invest in projects and initiatives that benefit citizens. The municipalities, over the years, have financial constraints, uncertainty of starting and developing projects from the insurmountable blockade of Kolec contract obligations.
This thing, I have to finish Mr. Prime Minister! Citizens expect their contribution, to become an investment with public benefits, not in uncertainty of governance.
To serve the purpose of your fair information, let me share before you the announcement that so far, Kosovo municipalities, from the municipal budget box, have received nearly 115m euros as a result of years of financial obligations for collective contracts, while in the last two years alone, over 80m euros is the financial sum paid by municipalities for the obligations of collective contracts.
Millions of euros in shortages in municipal crates. Hundreds of unfulfilled projects across Kosovo over the years. Hundreds of projects particularly endangered as a result of mandatory financial contraction and budgetary uncertainty from the final procedures. It is this financial mirror today of the Kosovo municipalities. It is this budgetary instability, which undermines the authorisations and authority of local institutions.
So, as of above, the Kosovo Communist Association demands that:
The government of the Republic of Kosovo, as it is a signatory of collective contracts through ministries with relevant unions, to envision full budget coverage stemming from collective contracts in the Kosovo Republic's 2025 budget and the following years through the medium-term spending framework.
The government of the Republic of Kosovo, to restore the means spent so far by municipalities for financial obligations stemming from collective contracts;
Not allowed to block municipal accounts due to collective contract obligations.
As we measure up to representation of the citizens' interest, we elect them, we have an obligation to aim for the welfare of citizens, not to deny investments in their behalf, to ensure the financial stability of the municipalities, to target projects that give new dimensions to our municipalities, so we expect the Government of the Republic of Kosovo from you. Prime Minister, to understand our demands, concerns and sincere sorrows, putting these concerns at your desk, to give final solution to the financial challenges of the Kosovo municipalities”.
