Witness Nuredin Ibishi claimed the Lapp's Operative Zone had begun to ban people in Baygora somewhere in early August 1998.
“They are accidental or random cases such as the issue of Stankovic's arrest or the Grazica group or Syleliviqi”, Ibishi said.
He said these persons were kept for several days because of the circumstances of war and that there were battles at the time, reports the “Justice Trust“.
The Witness claimed that such prohibitions took place before communiqué 53 and 54 were issued. While, he confirmed that the Serbian offensive had been made and that followed with the ceasefire in October 1998. He claimed that Llap's ZO, sometime from November, created a ban centre in Llapashtica.
“I can't say, partly because of the conditions that another authority has been competent, but I can say I've had knowledge since I visited this center twice. You have it in my statements there”, Ibishi said, adding that he received reports from the Chief of Military Police who has been competent in this.
The witness to the SPS had said that the only order he had heard personally was by Commander Remi, who said that those who have cooperated with the enemy should be summoned and imprisoned.
This is the command command of the Zone for such action. Of course, Commander Remy is the final authority, but the order or decision to ban persons is within the command of the Lip” Operative Zone, Ibishi said.
Ibishi had also said he is unaware of reports of collaborators that the Llap operational zone has handed over to the General Staff. In addition, Ibishi claimed to have said he was unaware that Remy reported to the General Staff as accomplices.
For the SPS witness had said they had no concrete instructions regarding the treatment of civilians who continued to work in public duties.
As a result, he was introduced to the 53rd communiqué, which dated September 22, 1998, which according to Misethic, said “would take punitive action against accomplices serving invaders”.
According to Misetic, the witness had said no punitive measures were taken against accomplices in response to this communique.
As a result, Misetiq introduced “Komunicate 54<18x1>, which dated September 24th 1998, which he said “after the withdrawal of Serbian forces, their country was occupied by several co-organists and fellow political activists who propagand against The NLA wants people to hand over their weapons to the enemy”.
According to Misetic, the communique follows with “General Staff The KLA, suggested that the weapons were taken to fight for Kosovo's freedom until victory, and that all enemy emissaries and special war followers will be treated according to laws under the circumstances of war”.
After that, a document was presented to the witness saying “The decision to release Milevan Stankoviq”, which dated September 36th 1998.
The witness claimed he said he was involved in Stankovic's decision to release him.
On the other hand, Misethic introduced his testimony to the witness at the 2003 Latif Gashi trial, where he said that, along with Stankovic's release, two others were also discussed being released; Fadil Syjevich and Islam Misices who are banned in Mayac. The witness confirmed this.
“Stankovi has been released (September) while the other two continue to remain within the Lapi Operative Zone. It means free and part of the Kosovo Liberation Army structure within the box”, Ibishi said, adding that these two persons were later released than Stankoviqi.
The witness said another Goran Smiliqi was released at the request of Adem Demac and GDOM.
The Witness claimed that there is no actual knowledge about the relationship of Commander Remi and General Staff.
I don't have any evidence of why she was the commander of the Zone's powers for then contacting the General Staff. So I didn't have the ignorance to get into that report for that reason I'm a reference so it was his duty to communicate with General Staff and it wasn't my duty or that of someone else”, Ibishi said.
The witness claimed that in August 98 he had seen Thaci with members of the General Staff when they came to visit the Lapi Zone.
He said there is no official communication with any members of the Sabbath except for any formal greetings and that he has not known their positions.
On the other hand, Misethic introduced the witness to a statement of his SPS saying that at this meeting he spoke to Bislim Office and that they had continued communication with him because he had more knowledge of the aspects of staff than the chief of Staff.
This was confirmed by the witness and therefore by the fact that they have not even received orders and instructions at the General Staff during their visit to the offices of the Lapp Operative Zone.
