US elections Serwer proposes “technical administrator” American about Kosovo and Serbia

According to him, although there is a period of technical administration withʹlame duckʹ, people in the State Department and the White House should correct the mistakes of the last three years, which, according to him, have largely produced diplomatic failures in Ballkon.
Serwer estimates the focus of Joe Biden's administration on establishing the Association of Serb-run municipalities.

On the other hand, the American professor has suggested some ideas to correct errors made by this administration. According to him, these ideas will increase the functionality of governance in Kosovo still fragile, as well as in Bosnia and Herzegovina.

- Consult with Kosovo Prime Minister Kurti for a joint plan to determine beyond any doubt his country's sovereignty and territorial integrity. This should include preventing Belgrade's initiative on Serbs joining Kosovo security institutions and broader international recognition.
- The US official stance for conditional support for an unparliamentary Communist Association. The municipalities themselves must form this association in line with the Kosovo Constitution. The conditions should include meeting Belgrade's obligations under the agreement Pristina agreed to for Association.
- Belgrade is publicly told it must account for the Serbian government's abuses last year. That includes kidnapping of Kosovo police officers, riots against KFOR and the terrorist plot in Banjska.
- Stop insults against Serbian environmentalists who oppose Rio Tinto's lithium facility.
- Start public criticism of corruption and increased autocraticism in Belgrade.
- Stop the intervention of Bosnia's High Representative to annul the European Court of Human Rights ruling in the Kovacevic case.
- The ECHR decision promises a major step in reducing the ethnonationalist control over state institutions in Bosnia and Herzegovina.
- To develop criminal charges in the US against key Serbian and Croat supporters (Milorad Dodik and Dragan Covic) of the ethnic divide in Bosnia.
According to him, these are major tasks, but the failure of the US and EU's wrong diplomatic efforts over the past three years suggests a dramatic twist is needed.

He stresses that Belgrade is in danger of falling under the influence of Russia and China. The U.S. should challenge that impact.
“Here's the result: Americans will be much more effective in all of this if the EU and the United Kingdom operate in sync. The UK will probably follow a strong lead in the United States. The EU may not immediately follow. This creates another task for the period “lame dump”: get Brussels on board”, he said.
