Borrell talks about the Enlargement Plan, Kosovo mentioned as co-operative with the EU, Serbia is not.

Josep Borrell, chief of foreign policy, spoke of the EU Enlargement Plan for 2025, citing both its and Western Balkan states as part.

At a media conference, he has said that in the centre of the Enlargement Plan, rule of law has been established.
