The German emissary for the Western Balkans, Manuel Sarrazin, has stayed in Pristina yesterday.
He participated in the Second German-Kosovo Economic Forum organised by the German-Kosovo Economic Oda in co-operation with the East German Economy Committee. There he spoke of German investments and the Berlin process.
During a table after this forum, the German emissary also spoke of Association, Decani Monastery and Germany's relations with Kosovo.
Sarrazin, has voiced confidence that if the decision to register 24 hectares of land on behalf of the Decani Monastery was taken half a year ago, Kosovo would have joined the Council of Europe.
He has clarified that this is not the German government's position until he has said things should be done when there is a moment, otherwise they may change.
And if you lose the moment, don't complain later that things changed. Decani is late. I'm pretty sure. This is not the official position of the German government. If it was done half a year ago, you'd be on the Council of Europe today. It's late. It was very clear. This is life. Do things in time to get to know each other, otherwise things can change”, has declared Sarrazin an organised discussion to mark Germany's engagement over the last 25 years in Kosovo.
According to Sarrazin, Kosovo has expected Germany to persuade states to vote for membership in the KiE, adding that this would have to be done by Kosovo itself.
You must not trust Germany to do your diplomatic work. It must be from Kosovo itself, to convince other partners, not just to let us do it”, he has declared.
Speaking on the issue of association, Sarrazin said authorities in Kosovo lack the political will for establishment, especially at a time when the country is on the verge of new parliamentary elections.
And frankly, I can see that this is a heated political debate in Kosovo and that perhaps at the moment political will, especially before the elections, is not strong enough to actually continue with this, even because of events in Banjska and many other things, as well as the fear of what this association” can bring, he said.
Sarrazin also said his state has lobbied that Kosovo is part of the Council of Europe, and that “is not fair to say that Germany has put Kosovo” to the ground.
But according to him, in politics the moment is important, adding that if the government would make a decision on the properties of the Decani Monastery, only six months earlier Kosovo would be part of this institution.
The German Emissar added that even despite Germany's insistence on the issue, many partners have been opposed, adding that the German state cannot make Kosovo's diplomatic duty diplomatic, but that institutions themselves must act.
Those comments he made at the discussion table to mark a quarter of a century of German engagement in Kosovo.
The current policy “is very important. Decani came too late. This is not Germany's official position, but mine, if this were done half a year ago, Kosovo would be part of the Council of Europe. It is not fair to say that Germany has failed Kosovo. We have lobbied to postpone the vote with our partners to vote for membership in the Council of Europe”.
“What would be the point if Germany were to vote differently from its close European partners on the Committee of Representatives and, from our point of view, the vote would fail. For us it is clear that we must avoid voting failure. I understand despair, and I too can see loss and trust because of this matter. If only Germany were to vote, we wouldn't have a majority of”.
There are many issues between Germany and France, and it was not just Kosovo. You cannot expect Germany to do your diplomatic work, Kosovo should do it. What you forgot to mention is that bringing money to application from the Committee of Representatives of Ministers to the Parliamentary Assembly has been done by Germany”.
He also spoke about the issue of the Association of Communities with the Serb Majority and the EU Draft that has been handed over to Kosovo.
Sarrazin has said that Kosovo has a Draft that has been handed over by friends and partners and that, according to him, it is a good Draft.
He has said Germany wants Kosovo to take this Drift and proceed to the Constitutional Court, since this would pave Kosovo's way to the Council of Europe.
You have a draft that is written by the EU and your partners and friends and is a good draft. We want you to get this draft. I think you can do it, whether politics changes or not, but eventually it sends you to the Council of Europe if you take it to your Constitutional Court”, Sarrazuz said.
