This government, after scandals with state reserves, soldiers' food, book scandals, now in nesting, seems to continue to abuse public funds and citizens' trust. We request full investigation by the prosecution into these suspicious relatives, in order for those responsible to be brought to justice and public interest protected.
In the context of transparency and management of public funds, the recent decisions of the Ministry of Education, Science, Technology and innovation (MASHTI), under the direction of Mrs. Arberie Nagavci, for signing 11 annexes of contracts for additional nesting work, raise many questions about the regularity and effectiveness of these projects. The case is unique because of the high cost added to these projects, which has reached a total of 9m euros for just 20 tenders a figure reflecting an unprecedented case in public fund management.
One of the main questions that arises is whether these additional costs are the result of mistakes or initial shortcomings in design by the company responsible for project development. Consequently, these design shortcomings have brought the obligation for additional jobs not envisioned in the original budget, creating unnecessary financial burdens for the public budget. According to Enis Rrustem from Periscopi, who has investigated the case, decisions on signing the annexes of contracts raise doubts about lack of regular supervision and planning.
This situation requires full accountability and transparency from all actors involved in the process. It is essential to analyze how initial projects were approved and whether sufficient risk and cost assessments have been made during initial planning. Moreover, the company's selection procedure that implemented nest design remains to be considered in order to see if there has been any irregularities or neglect that led to this situation.
The case in question reinforces the need for a strong contract monitoring mechanism and annexes imposed by state institutions in order to prevent any similar cases in the future. Enhancing the demand for independent oversight and reviewing public procurement policies are necessary to ensure the proper use of public funds and to protect public interest in any similar project that can be developed in the future.
This situation should serve as a moment of reflection for the ministry and all other relevant institutions to address shortages in the design and implementation processes of public projects and to ensure full accountability to Kosovo citizens.
