Amberie Nagavci's single-source guests: Allow negotiated tenders for building 20 <x0 nests

The Ministry of Education, Science, Technology and innovation (MASHTI), led by Arberie Nagavci, has signed 11 annexes of contracts for additional jobs that have emerged in nest projects launched last year. The total of these tenders (20) has reached 9m euros, an unprecedented case in public procurements. The question arises whether [...]

Under the Public Procure Law in Kosovo, binding contract annexes for additional work is allowed only if their value does not exceed 10% of the initial contract. If shortcomings or changes are caused by the projective company, legal or contractual measures, including financial penalties, contract resolution, or compensation for damages caused, can be taken.
This would increase the accountability and quality of projects in the future. In such cases as building 11 nests, it is essential that any changes and any additional work be documented clearly and arguefully.
MA SHTI should ensure that the connection of these contracts for additional work is in line with law and public interest, avoiding abuse or favouring certain contractors.
So, for 11 ministry nests running Arberie Nagavci has given a single-source tender worth over half a million euros, ahead of these Kosovo taxpayers.
For the construction of nine nests, this open-procedure minister has provided 8m and 324 thousand euros.
This practice of providing negotiated or single-source tenders, already in the government that is heading for Nag Albin Kurti and the ministries of the line, has become lyrical.
Not only at the Ministry of Education, but in other minutes, they have been given a single-source, or directly negotiated tender with private economic operators.
When the Kurti government is at the end of the mandate, the education ministry, out of 160 promised local-level nests, has managed to build only four of them.
However, this number of nest construction for three years considers it a great success, Minister Nagavci himself.
It, in March of this year, has declared that during its mandate, 850% more nesting was built than during 2003-2020”.
If we refer to the situation with the construction of new nests, if we look at it at percentage points, new nests during the three-year period of government are 850 percent more than they have accomplished during 2003-2020... It's a real figure. 850 percent is 850 percent more. 100 percent, 200 percent, 300 percent, 400 percent... 850 percent”, declared Nagavci.
Based on a simple estimate of February 9th when general elections are held, Arberie Nagavci has only three months to build promised nests.
