Ymer: This year I expect implementation of the agreement, the government will receive Constitutional remarks for Association

Former Vetevendosje Movement Chairman Visar Ymer expects this year to have implementation of agreements reached by dialogue with Serbia. Key points, Ymer sees the founding of the Serb majority municipalities' Association.

Ymer, who leads with the Institute “Mousine Cocolari”, has told Online Economy that the first step of our institutions will be to send the draft Association to Constitution, and then its formation.

As a next step, Ymer sees the elections held in four northern municipalities, which are envisioned to be founders of the Association.

This year is expected to be the year, which will start implementing the agreement reached under a sequence plan that we have probably agreed with Serbia even though it has not been made public, of course the main problems will be at the Association point. We know that it is already expected of Kosovo to take the step towards first sending this draft state to the Constitutional Court and then launching procedures for establishing association, and in which the organisation of elections in the four northern municipalities is related, given that there will be new municipal assemblies there which will then be founders in some way of the association as envisioned and then, of course, depends on the remarks that the Constitutional Court can have in the draft and which will then be taken into account and then, of course, as of course, the Y<6> has said.

Ymer emphasises that the international community insists that the agreement with Serbia be concluded before the European Parliament goes to the polls.

The “here will certainly be where it's easy to say orally, but then when it comes to implementing these practices, of course there will be numerous problems, there will surely be the goals of the parties to procrastinate the process, but I think that the interest of our international partners, especially the European Union, is to have an application as quickly as possible before the European Parliament elections are made, because then I'll have a complication I would say that in the sense of establishing new institutions in the European Union. Shortly after that, the United States elections and thus can be turned over from region”, Ymer said.

And the successes by Ymer on the international level are packaged, while membership in other organisations will be impossible without initially joining the Council of Europe.

“We have already had a report last year by the Council of Europe, which has attracted some serious remarks regarding Kosovo's behaviour in relation to the judiciary in relation to the implementation of our court decisions, especially the Constitutional Court, but also in relation to the behaviour Kosovo has faced international agreements, and I think these will be how I say the evaluation criteria for Kosovo in relation to the Council of Europe. The political report they expect to see this year and vote for this year, and I think that this kind of shows what opportunity Kosovo will have on the international level, in addition to membership in international organisations, I think these are interrelated so without having passed this Council of Europe test is not that we have much success in other organisations”, Ymer said.
