Serbia's president, Aleksandar Vuciq, has expressed the desire to come to Kosovo, five years after his recent visit. The intention to address the Serbian people, he has expressed it several days after the state authorities he represents did not approve the request to Kosovo Interior Minister Jelal Svechla to visit the Presevo Valley.

“I saw that they say Jhelal Svecla is allowed to visit the territory of central Serbia in line with agreements signed at the time of Borko Stefanovici and confirmed later. I don't see much risk in this, even though he would certainly come to provoke you. I have also asked to go to Kosovo and M. and address the people. It would be good to respect the agreements and talk to people on Serbian holy land”, Vuciq has said of Serbian media.

In the Government of Kosovo, they have not indicated whether there is an official request from Vuciqi and whether it will be approved.

The last time Vuciqi visited Kosovo was in 2018. Since then, despite warnings, he has not entered Kosovo. An effort was made on September 15th last year, when he said that to visit Kosovo he asked the Serbian people, not Kosovo Prime Minister Albin Kurti.

I'll come to Gracanica and that's why I don't ask Kurti”, Vuciq had declared.

Kurt had replied that he would be treated with seriousness. After increasing tensions, there were no visits of Vuciki or his subordinates.

Five months ago, the Ministry of Foreign Affairs and Diaspora (MPJD) because of promotional statements did not allow access to Kosovo, nor did Petar Petkov, chief of the so-called Office for Kosovo in Serbia's Government.

On three preliminary visits, Petkovqi had openly used hate language, which culminated in the inauguration of the parallel University facility in northern Mitrovica.

This is the cornerstone of the unity of our people in Kosovo and for this day we are united, as we were and will be -- both the Serbian List and our university and the state of Serbia. Our people have only the future through this unity, as President Aleksandar Vuciq” has stated Petkovic.

He was not allowed to enter Kosovo on September 3rd, 2021. But Serbia retaliated two days later when it did not allow the visit of four Kosovo ministers to the Presevo Valley of Infrastructure Minister Libran Aliu, Economy Minister Hekuran Murati, Education Minister Arberie Nagavci, and Culture Minister Hajrullah Ceku. The decision to stop them had been revealed by Serbian authorities just hours before the departure. One of Petkov's predecessors, Marko Djuric, now Serbia's ambassador to the US, had dedicated him with disrespect for the ban to enter Kosovo.

And Thursday the European Union called on the parties to respect the agreements for bilateral visits, referring to the ungrateful visit of Interior Minister Svechla.

According to European Union spokesman Peter Stano, Steve's visit to Serbia was sought in line with the dialogue agreement on official visits, so according to him, “Serbia should allow this visit to take place”.

Svecla had planned meetings at the headquarters of the Albanian National Council and with the only Albanian MP in Serbia's Parliament, Shaip Kamberi.

The refusal to address Svecla has prompted the reaction of the Valley's political representatives, who blamed Serbia for hatred of Albanians. Serbian officials have been accusing Sveca of pressure on northern Serbs through the Kosovo Police for months.

Recognitions between the two countries say populist policies by both governments have also violated the agreement on bilateral visits.

The “of course that Vuciqi through visit to Kosovo tries to restore the Serbs' confidence because there has been a loss of confidence following the Banjska attack, and at the same time there are accusations of misuse of Serbian citizens' votes in Serbia's elections. These have influenced him to have some kind of secession by Serbs living in Kosovo and are trying in some form to promote his policies in relation to Serbian citizens in Kosovo and the continuation of previous propaganda about that all Serbs should be unique and thus continue to stay in Kosovo”, analyst Arbnor Sadiku has said.

He adds that neither should Kosovo approve the visit after its recent refusal to Svechla.

I consider that neither Kosovo should allow Vuciqi to come to Kosovo, since Serbia has been very destructive and does not respect agreements to allow Kosovo ministers to visit. We should act in the same way because it seems that Serbia does not understand in other forms of compromise or dialogue between the two countries”, Sadiku has posted.

The agreement on official visits was reached within Brussels' technical dialogue in 2014.

But Sadiku has estimated that perhaps there should be a re-advancing of the current agreement for bilateral visits.

“Practically, it is a good moment to have a new agreement with new specifics during meetings in Brussels and to have a good time to know clearly that these visits are not misused by both governments for populism. Even the Kosovo government wanted to misuse it to go to the Valley to campaign after recognising license plates from Serbia. Nor has Vuchy had normal communication but misused them to retain power there. Vucinqi has a completely totalitarian power and still misuses a false myth about Kosovo planted by the former Milosevic regime”, Sadiku has declared.

The visits were said to have to be developed in a manner that promotes the process of normalising relations between Kosovo and Serbia. But the deal has been violated every time there was tension between the two countries.
