“From the Commission, three (3) convicts have been recommended for forgiveness. In this regard, Article 31 (1) of Order ( P) No. 02/2017 for Criterret and Procedures for Forgiveness of Described Persons is determined: The president examines the Commission's report and appreciates the Commission's recommendations, approves or disapproves of them, decides to extend forgiveness other than what has been recommended, or decides not to forgive”, says the Presidency Office.
So based on Order ( P) No. 02/2017, the president has the capacity to review and approve the Commission's recommendation. After receiving these recommendations, during the president's screening process, as defined by legislation in force, we have been notified by the Ministry of Justice that the two persons recommended by the Commission, have been released from the Treaty for Freedom with Kusht, so there is no need to proceed by decree. While the Commission's third recommendation is in the process of review by President”, it follows.
But Osman has not forgiven anyone so far, nor for any official party as it was in the past, what according to KMDLNJ, is unfair and disappointing for prisoners.
The greatest disappointment comes from the Commission itself, which recommends to the president those who meet the criteria for forgiveness and continue to be forgiven. That's why the commission should be free-hand”, Valentina Demolli declared by KMDLNJ.
And according to lawyers, forgiveness of critters is motivation and affects their resocialization.
