Former Kosovo Prime Minister Isa Mustafa said the current draft association state is not only the Association, but also the political and territorial autonomy of Kosovo.

He described this as dangerous and not having any in common with the 2013 agreement.
“I think it's something new, something dangerous for Kosovo, and at least it's association, because the statute is built under the Ohrid Agreement, which at the 7th point envisions a form of self-awareness of Serbs as a community in Kosovo. Therefore, we are self-aware that we have had components in 2013, in the agreement ratified by the Parliament, we do not have a single mention of the isolation of one Kosovo community, Mustafa said.
He said there has been a document for association that at the time he was prime minister helped draw up Enver Hasani.

He said that in 2015 he did not sign any formal agreements as a government with Serbian President Aleksandar Vucinq. According to him, it was just putting initials at the bottom of the pages, which, as Mustafa said, does not imply official signing.
