Stater of legal cases and former Constitutional Court Judge Kadri Kryeziu said that if there are no political changes or new elections in Kosovo, on January 24th the government must prepare the draft association status and send it to Constitution.
Kryeziu said that given Kosovo Prime Minister Albin Kurti has accepted this agreement, he has state and international duty to implement the agreement.
“Data cannot give but I consider this month will probably be that final month if there are no political changes, if elections do not occur and so on, on January 24th this should be prepared and sent to the Constitutional Court. On the basis of that, our prime minister has accepted this agreement as a whole and must be close to that agreement to implement it, the duty of the state and international to implement this” agreement, Kryeziu said.
He added that in the agreement proposed by the European Union, there are 39 agreements, including the Association.

Some agreements have only begun to be implemented, are of lower character, this has political character for this reason is more essential, we need to be more careful, but the Western world has allowed us to decide, meaning our national institutions, such as the government and the Constitutional Court, to finally decide”, Kryeziu said.
As asked about the procedures for submitting this agreement to the Constitutional, Kereziu said this is the same procedure as the laws.
The same procedure goes on law-based, the Constitutional Court has competence, justice and duty, if considered to have law contrary to the Constitution, I can allow it as a whole. Even if it is considered to be contrary to the Constitution, I can eliminate it as a whole, but if not in part. Now I think it's possible that part of it will not be accepted because there are some elements that are not clear and contradict the Constitution”, Kryeziu said.
He added that even if the Association is established, it would be a smaller municipality than Prizren's, which if it fails to succeed, will be dissolved after several years.
The “will create some kind of municipality which will be smaller than the Prizren municipality and set up certain competencies, personal and expanded on municipal issues, there will be health problems, education, economy, urbanism, etc. I consider that the Government of Kosovo should be willing to manage this, or the association would have been a 2-year pilot, plus 3 years, and if it doesn't work, it could even be dissolved”, Kryeziu said. /Tave1
