The Kosovo Institute for Justice (IKD), with support from the NED and RBF on Wednesday, has published the review “Kosovo without the Strategy Against Corruption (The Government's Search for the Approval of the Anti-Corruption Strategy and IKD Comments concerning the Anti-Corruption Strategy.
Even despite the fact that the Kurti II government had promoted corruption as the main goal, at the end of the third year of governance, Kosovo still does not have a strategy for fighting corruption, and the public still has no clear on what the road the Government will pursue in reporting with fighting corruption under the competencies and responsibilities that this government has in preventing and fighting corruption.
“The loss of this long-term strategy and the failure of the task force to draft a document based on the applicable law in Kosovo, and which the document does not intervene in the independence and integrity of independent institutions, builds conviction that the government and the processing group have serious problems to understand their competencies and fulfill the obligations that come out of the Government Programme for fighting corruption”.
“Line No.08/ L-017 for the Corruption Prevention Agency went into effect in August 2022. The state strategy and the anti-corruption action plan in line with Article 24 of this Law is drafted and approved by the Government of the Republic of Kosovo. While implementation of the Anti-corruption Strategy monitors the Agency for Prevention of Corruption”, it says in the statement.
The IKD wrote her comments on the draft strategy in the document that she sent to the Prime Minister's Office in writing, for which IKD has never received return information on how to treat them.
The government of the Republic of Kosovo, at the meeting held on February 22nd, 2023, had made a decision to establish structures for drafting the State Strategy and the Anti-corruption Action Plan. This facility consisted of the Ministerial Commission, the Co-ordinator and the Working Group. With the co-workers' groups being made up of important state acts, including independent agencies and other institutions as necessary. This working group, under this decision, had to draft this strategy by December 1, 2023<18x1>.
“Over the time the National Anti-Corruption Strategy has been drafted and Action Plan 2023-26 (Tut: Strategy Drawr) The IKD has participated in all the meetings he has been invited to and has submitted written comments, aiming to contribute towards drafting a Strategy that responds to the need to fight corruption. In spite of that, the Strategic Raider became known for The IKD only at the November 7th 2023 meeting, during which the meeting -- originally -- was said to be the last meeting regarding this Strategic File. The IKD gave its comments at this meeting, and it followed in writing. IKD never got an answer to the way he handles these comments. Unfortunately, not even after December 1, 2023, when under the Constitutional Government's decision it would have to be drafted, the response did not accept the public why it wasn't enough for more than 9 months to be drafted and finalised, despite the fact that the adoption of this strategy remains a legal obligation”, the report said. /Klankosova. tv
